Defense Commissary Agency Enterprise Architecture

Infostrat and GTSI provided architectural and planning consultation for the Defense Commissary Agency in determining its enterprise approach to records management document management and collaboration. Infostrat consultants provided services on requirements gathering, specification their mapping to the system architecture, and analysis of alternatives.

BACKGROUND
The Defense Commissary Agency (DeCA), located in Fort Lee, Virginia, operates a global network of grocery stores for U.S. armed forces and dependents. It maintains geographically dispersed data centers and data warehouses for business intelligence and line of business applications. The agency is committed to upgrading its infrastructure and applications as well as achieving compliance with applicable federal and Department of Defense regulations.

At its final implementation and fielding, The Defense Commissary Agency Electronic Records Management and Archive System (DERMAS) allows DeCA to comply with statutory and regulatory requirements for records management. The system will also allow the agency to provide document management, collaboration, and workflow capabilities that facilitate the creation, maintenance, and disposition of documents and official records. The final product be a commercial off the shelf (COTS) software to provide information and records management capabilities. The DERMAS vision is to empower users to post, exchange, collaborate and coordinate information in a fully integrated, seamless enterprise DeCA-wide environment to accomplish day-to-day DeCA missions. The goal is to design a user-friendly electronic records management (ERM) solution that complies with applicable laws.  DERMAS will incorporate the capabilities of the current Document Management System (DDMS) and replace it with a new system.

DERMAS will be a highly scalable system with a 9,999 availability ratio to support Enterprise Information Management. It will take advantage of today’s advanced technology while supporting the following areas with highly optimized consolidated system resources.

PROBLEM
DeCA’s current way of handling the agencies content and records does not comply with the DoD 5015 and NARA directives. In addition to the compliance problem, the current systems in place lack features for collaborative environment where the agencies personal can share seamlessly information and readily access it on a timely fashion.

SOLUTION
DERMAS program management needed to build a business case with supporting findings resulted from an Analysis of Alternatives presented by the industry known COTS products vendors. This analysis was based first on the vendors reply to the capability matrix developed by Infostrat.

As a parallel activity, our system architecture team was developing and evaluating candidate architectures based on the requirements and capabilities gathered.

The final product was a set of alternative hardware, software and services solutions with key advantages and shortfalls that will be reviewed by the agencies Enterprise Review Board prior to issuing a purchase order and launch into the next project milestones.
